Maryland Hospital Global Budgets

Maryland implemented a new payment system for hospitals in the State, whereby global revenue targets are set by the Health Services Cost Review Commission for each hospital, and the hospitals are allowed to fluctuate their proces within a ±5% range to have total revnues reach the target. My PhD dissertation evaluated the impact of the State’s initial pilot in rural hospitals on hospital utilization and quality.
